Flight Training Deemed Essential Business

There have been lots of changes in all parts of our lives with the coming of COVID-19. All of our lives have been affected in one way or another. We hope and pray that none of your families have been directly affected by the illness.

A lot of us have been living under Shelter in Place orders for several weeks now, only going out for groceries and making sure to keep our distance from people. We have to take a different mindset when we go out now. Even meeting new people is different since we can’t shake hands.

Flying has been an afterthought for a lot of pilots. There have been multiple ATC facilities where controllers have been afflicted with the virus and have had to shut down for hours or days. Airspace can change pretty quickly, going from what we all know as normal, to an ATC-ZERO scenario. This was the case for New York Center several times over the last two weeks.

There was some uncertainty regarding flight training under the shelter in place orders and Texas Top Aviation has been asked several questions about it over the last week. Yesterday, the Flight School Association of North America (FSANA) announced that flight instruction was indeed an essential business.

In an article on GeneralAviationNews.com, the website quoted a memorandum of understanding written by attorney George Winton on March 24th. Winton was a senior attorney for the FAA and U.S. Department of Justice, and now operates The Aviation Law Firm in Annapolis, Maryland.

“This memorandum affirms the statement that…flight training would be included as a critical infrastructure activity. Those engaged in the provision of and receipt of flight training who work to provide enhanced compliance with CDC recommendations for limiting potential COVID-19 exposure and spread would be considered exempt from travel limitations imposed by local authorities.”

Winton’s memo was sent to the Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency (CISA). In the memo, Winton stated:

“CISA listed Other Community-Based Government Operations And Essential Functions as follows: Workers who support necessary credentialing, vetting and licensing operations for transportation workers.”

“The aviation sub-sector stakeholders involved with operation of recreational aircraft and flight schools, who employ Essential Critical Infrastructure Workers from the Transportation Sector, support necessary credentialing, vetting and licensing operations for transportation workers seeking pilot certification by the Federal Aviation Administration. Since CISA intended to be overly inclusive to reflect the diversity of industries, the aviation mode stakeholders understand that essential employees involved with the operation of recreational aircraft and flight schools continue to be identified as Essential Critical Infrastructure Workers from the Transportation Sector. Accordingly, the aviation sub-sector stakeholders who employ Essential Critical Infrastructure Workers from the Transportation Sector will continue to operate recreational aircraft and flight schools, appropriately modified to account for CDC workforce and customer protection guidance, based upon the CISA memorandum dated March 19, 2020.”

Based on the above guidance, Texas Top Aviation will continue to operate flight training in all of it’s normal capacities, while maintaining vigilance concerning sanitation, cleanliness, and health. Our company will keep it’s customer’s up to date on instructor health and wellness and won’t hesitate to cancel if there is any kind of health concern. We ask our customers to do the same.

  • Garmin Perspective Tips & Tricks

    The Garmin Perspective and Perspective + are awesome pieces of equipment.  There is so much a pilot can do with this system that it can sometimes get overwhelming. There are two very important features of the Garmin Perspective that all IFR pilots need to know, but are tricky to do if the correct buttons aren’t pushed.

    The two features of the Garmin Perspective I want to focus on today are the “Load Airway” feature and the “Hold at Waypoint” feature.  The “Load Airway” feature is especially handy when flying IFR long distances with several airways as part of the clearance.  Here’s how to utilize both on the Garmin Perspective.

    Load Airway

    • On your flight plan page, insert the waypoint where you will be joining the airway, or, if your clearance was radar vectors to join an airway, then insert the waypoint on the airway that begins the leg you will be joining on
    • Press the Menu key on the keypad
    • A menu will pop up. Scroll down to highlight Load Airway
    • Highlight the Airway you want from the next menu that pops up then press Enter
    • Then, a list of waypoints will display to exit the airway. Highlight the waypoint where you will be exiting the airway and Press Enter
    • The cursor will then move down to Load at the bottom of the menu. Press Enter to load the airway
    • The Airway and all the waypoints in between your entry and exit waypoints appear in your flight plan
    • If you are getting vectors to join the airway, you’ll need to use the Activate Leg function to activate the leg you will be joining the airway on
      • On the Flight Plan page, highlight the waypoint that ends the leg you want to activate
      • Look for the ACT LEG soft key on the lower right hand side of the MFD and press
      • This Activates the leg on the airway. Then, just simply fly the heading assigned by ATC until the CDI needle centers showing you are on the airway

    Hold At Waypoint

    The Garmin Perspective allows pilots to place a holding pattern at any waypoint that is in the Nav Database (or any user created waypoint).  Here’s how to do it.

    • On the Flight Plan page, highlight the Waypoint that you want to hold over and press Menu on the keypad
    • On the menu that pops up, highlight Hold At Waypoint and press Enter
    • On the next menu that pops up, input either the inbound or outbound course, right or left turns, leg time or distance, and the EFC time, then highlight Load and press Enter
    • You will see the hold now as a Waypoint in your flight plan
  • An Innovative ADS-B Solution from uAvionix

    The closer we get to 2020, the more innovative companies are getting with ADS-B out solutions.  There are a myriad of transponders out there that have been released in to meet the ADS-B out requirement and to offer ADS-B in options.  L3 has the Lynx transponder line (and hardware to upgrade an already installed GTX 327 or GTX 330), Garmin has the GTX 345 and offers upgrades to the GTX 330, Appareo has it’s Stratus ESGi ADS-B out transponder, and Avidyne offers it’s AXP340 transponder, among others.

    Most of the ADS-B solutions require some kind of panel work, whether it’s pulling out the Garmin GTX 330 to send off, or making panel modifications to fit the L3 Lynx in.  Very few are actual slide in replacements, so there is some labor involved in swapping transponders.

    Want a simpler and more innovative solution?  uAvionix, a Montana based company that makes the recently released Scout portable ADS-B In solution, has a product for you.  Meet the SkyBeacon.

    What is it?  The uAvionix SkyBeacon is simply a navigation light replacement that bolts on your wing with a fin that hangs down.  All the ADS-B out transmitting equipment is placed behind the nav light on the device.  It has an integrated WAAS GPS unit, can work with any Mode C or Mode S transponder wirelessly, and it mounts directly in to where the original nav light was, same screws and everything.  No additional hardware needed.  uAvionix claims installation should take 10 minutes.

    Configuration is super easy too, as it is all done on a smart phone on the uAvionix app.

    Right now, the uAvionix SkyBeacon is only approved for experimental aircraft, but, according to their website, uAvionix expects FAA certification in early spring.  With a price tag of only $1,500 and a strobe light to be added as well, this is your simplest and easiest ADS-B compliance solution.

  • Piper PA46 De-Ice Boots Care

    It’s winter time, which means it’s time to use those Piper PA46 de-ice boots a little more often. Most of us know the winter flying rules, don’t stay in ice, get rid of frost, etc. However, most of us aren’t as familiar with how to maintain those Piper PA46 de-ice boots. The do need some TLC every couple of months to keep them in tip top shape.

    Below is the recommendation from Goodrich (the maker of the boots) on what to use to clean and polish the boots and how often to do it.

    Steps 1-3 below are your twice a year items to make your Piper PA46 de-ice boots last through the lifetime of the aircraft.

    Step 1-ShineMaster Prep

    ShineMaster Prep strips all the dirt, grime, grease, oil, silicone products and old ShineMaster on the Piper PA46 de-ice boots to prep them for Step 2.

    ShineMaster Prep can be found on Goodrich’s website.

    Step 2-AgeMaster #1

    AgeMaster is your second step the in the Piper PA46 de-ice boot preservation and protectant process. AgeMaster is a rubber preservative that protects against weathering, ozone, and ultraviolet rays.

    Make the first application when your de-ice boots are 6 months old, then re-apply every 150 hours (or twice a year) after that.

    AgeMaster #1 can be purchased on Goodrich’s website.

    Step 3-ShineMaster

    Step 3 in the Piper PA46 de-ice boot care is ShineMaster. As the name implies, ShineMaster shine’s the boots up after getting rid of all the old gunk & grime with ShineMaster Prep and after AgeMaster is applied. 2-3 coats should be sufficient.

    ShineMaster can be purchased on Goodrich’s website.


    During icing season, Goodrich recommends ICEX II. ICEX II is an ice inhibitor that should be applied every 50 hours during ice season. This will help prevent ice from sticking to the Piper PA46 de-ice boots. ICEX II can be found here.

    Finally, for general cleaning of the boots after each flight, utilize Goodrich Aerospace Cleaner to debug, then follow up with Goodrich Aerospace Protectant. Goodrich claims their Protectant will resist dust, soiling, and staining. There may be less bugs to clean each time!


    With just a few hours a couple times a year spent working on the Piper PA46 de-ice boots, owners will never have to worry about the hefty price tag of boot replacement!

  • Casey Aviation Makes Piper PA46 Systems Videos Free

    The safest pilots are the ones who attempt to gain as much knowledge and learning about their airplane and environment as possible. These pilots are the ones who enjoy learning, going to seminars and conventions, and soak up all the MMOPA magazine articles in each issue. These pilots are the ones who get as much training as they can, above and beyond what the minimum requirements are.

    If you are one of these pilots and you own a Piper PA46, then this blog is for you.

    Casey Aviation, one of the best Piper PA46 training companies out there, recently released all of their Malibu, Mirage, Matrix, Meridian, and JetProp systems training videos for free. These are some fantastic videos that Casey Aviation created which go much more in depth than any power point presentation could.

    The great thing about the videos is they give the viewer an all access “inside look” to the specific airplane. Joe Casey, owner of Casey Aviation, takes off cowlings, crawls under the nose gear compartment, and even shows an airplane with the interior out so all the flap cables and environmental systems can be seen.

    I have started referring all of my PA46 customers to the Casey Aviation videos as part of the prep work for our training sessions.

  • Chuck’s Aircraft 10 Year Anniversary Fly In

    Chuck’s Aircraft, the Austin Cirrus Service Center located at the Austin Executive Airport (KEDC), is celebrating it’s 10 year anniversary this month. What better what to celebrate than to fly in for Texas BBQ? That’s what they thought too!

    Chuck’s Aircraft will be hosting its 10 Year Anniversary Fly In on Friday, June 25th from 1pm to 5pm on their ramp at EDC (see airport diagram below). Chuck’s Aircraft always provides quality maintenance for Cirrus and other aircraft, so come show your appreciation for them.
